Primary schools in England could be required to identify children at risk of later becoming not in education, employment or training under recommendations from a government-commissioned review led by Alan Milburn. The review argues that intervention should begin much earlier, using indicators such as attendance and school readiness to spot vulnerability. More than one million people aged 16 to 24 are currently classed as Neet. The final report, expected in the autumn, is set to propose education and welfare changes aimed at preventing long-term youth worklessness.
