Kerala’s Finance Department directed government departments not to increase expenditure because of the state’s financial condition. While preparing proposals for the next state budget, departments were told that revised estimates must not exceed the original budget estimates. The instruction is intended to restrict additional spending and maintain tighter fiscal discipline.
