A new decree-law has converted Kuwait Airways into a wholly state-owned shareholding company. The state will retain full ownership, and any disposal of shares will require Cabinet approval. The Kuwait Investment Authority will exercise general assembly powers, while the airline gains greater operational flexibility under private-sector labour rules and a special exemption from competition provisions specified in the decree.
