Kuwait Introduces Licensing Rules for Online Selling Platforms

Kuwait has introduced a licensing and compliance framework for intermediary e-commerce platforms and delivery applications under Ministerial Resolution No. 109 of 2026. Platforms must disclose prices, commissions and fees, protect customer data, maintain return and complaint procedures, and obtain required licences. The rules, effective from July 8, also cap certain commissions and delivery charges and strengthen ministry enforcement powers.
