The police officer who led the investigation into the killing of PC Andrew Harper has said he is appalled that two men convicted of manslaughter could become eligible for early release. Jessie Cole and Albert Bowers were jailed for 13 years after Harper was dragged behind a car while responding to a quad-bike theft in 2019. Thames Valley Police Chief Constable Jason Hogg said the prospect was deeply concerning. Harper’s Law, introduced later, provides mandatory life sentences for certain killings of emergency workers.
